Stop Mortimer Village becoming Mortimer town
Basingstoke and Dean Borough Council are proposing to build 350 houses on green land on the border of Mortimer Village, effectively increasing Mortimer by 25%, but without supporting services.
Together, we can protect Mortimer Village’s future. Let’s make sure this development is stopped before it starts.
Why We Must Oppose This Development
1. It Overwhelms Our Rural Identity
Mortimer West End is a quiet hamlet. 350 homes would transform it beyond recognition.
The development would impose urban housing types and densities that clash with Mortimer’s village character and Neighbourhood Plan.
2. It Ignores Mortimer’s Neighbourhood Plans
Mortimer has a legally adopted Neighbourhood Development Plan (NDP) and an emerging Neighbourhood Plan (NP).
These plans prioritise village-centred growth, rural character, and sustainable development.
Basingstoke & Deane’s proposal disregards these community-led policies.
3. Infrastructure Cannot Cope
Mortimer’s GP services, schools, parking, and transport links are already stretched.
No funding (CIL or S106) would flow to West Berkshire to support these services.
This is poor strategic planning and unfair to our residents.
4. No Safe Travel Links
There’s no safe walking or cycling route between Mortimer West End and Mortimer.
The proposed footpaths are disconnected and ineffective.
Car dependency will increase, worsening congestion and safety risks.
5. Environmental and Heritage Damage
The site borders ancient woodland and heritage assets like Calleva Atrebatum (Silchester).
It threatens irreplaceable habitats and farmland we need for national food security.
Mortimer’s “dark village” policy and flood mitigation standards would be ignored.
6. Lack of Cooperation and Transparency
West Berkshire Council, Stratfield Mortimer Parish Council, and local councillors were not properly consulted.
This violates the Duty to Cooperate and undermines cross-boundary planning.
